The prime minister said at a press conference on July 26, two weeks after the system was announced, that the Ministry of Culture and Dzongkhag Development’s Ducair had been approved as the national e-dzongkha learning system.
The meeting was held on August 2 at the Ministry of Culture and Dzongkhag Development, during which a memorandum of understanding was signed and approved by both parties.
iBest Training Academy, a privately held film production and consultancy company, launched the computer-based Dzongkha learning system on the 6th of this month.
Under the MoU, Bhutanese youth living abroad will be able to access EduCare educational services free of charge.
During the initial three months of the pilot project, the department will provide support to children aged 3 in Logar to Grade 4 and above, who will provide support to children who do not have the right to vote.
Depending on the success of the project, the department will also provide free services. To expand the routine and ensure quality and standards, the department will also review Kiducare skills.
Speaking at the inauguration ceremony, Interior Minister Tshering said the government has been using computers for the past few years and they said they have developed their skills but only in English.
The content is in Dzongkha and will provide a variety of experiences, especially for students and Dzongkha speakers, “it can help growth,” he said.
“Through the current alignment and support from the ministry, KuduCare skills have been developed and implemented for the development of Dzongkha,” said Mathrphyin, CEO of Educare. “It can be a catalyst for creative learning.”
Today, students face challenges in speaking, writing and reading in Dzongkha and it is our priority to provide adequate learning and reading facilities in Dzongkha. “It is a good idea to start over,” he said.
Organ Rinpoche, the department’s head of language development, said interested students and parents would be able to subscribe to the content service.
He said fourth-year students at Logar who were unable to enrol regularly were particularly excited that registration was free and the department would pay them a regular subscription fee.
The department has developed an educator skills strategy to meet the content standards for Dzongkha learning and will provide review and expert input.
The iDaycare system includes movies, cartoon shows and entertainment for children.
The Educare system also has 24 episodes of children’s entertainment animation and 360 interesting stories available in Dzongkha and English.
EduCare has created 450 episodes of content so far, and the learning service is releasing new content every month.
About 100 Bhutanese experts have developed the content and soon the Losar 12th grade Dzongkha content will be available for online learning.
