The deputy energy secretary has hired two consulting firms to consider the option.
The refinery is located at Marsden Point near Whangarei.
Deputy Energy Minister Shane Jones acknowledged rebuilding the Marsden Point refinery would cost “billions of dollars” but said hiring consultants to consider the options was just part of a race of ideas.
