One of these procedures is the possibility of accurately determining costs and thus objectively estimating profits, implementing an invoicing system, which helps to determine the amount of actual income, and expanding electronic connectivity. In addition, it encourages the application of corporate social responsibility concepts in exchange for tax incentives, providing support for outputs of production and exports rather than inputs, determining real costs and incentives through tax incentives, and working to spread a culture that prevents tax evasion and adopting the following principles: governance and transparency.

Disclose and encourage the transformation of family businesses and individual businesses into financial enterprises, especially joint-stock companies, develop the Damascus Stock Exchange, and encourage joint-stock companies to join.
