If war threatens, how can the Ministry of Defense ensure that the armed forces have enough personnel? After all, the situation is already chaotic. Therefore, the organization is considering the so-called modernization and innovation of the service model. State Secretary Christoph van der Maat reported this to the House of Representatives today on behalf of Minister Kaisa Ollonlen.

Security cannot be taken for granted. If the Netherlands were involved in a major conflict, thousands of additional soldiers would be needed. The Ministry of Defence must therefore be able to increase or decrease its armed forces depending on the security situation. This is possible if there were more reservists and military personnel. But the solution does not just depend on the Ministry of Defence. A scalable armed force must be able to appeal to society as a whole. The Ministry of Defence therefore wants to redesign the service model for everyone in the organisation.
Thermon Model
This is done on the basis of the so-called shell model. Shell 1 consists of soldiers. They have to act first. Shell 2 also includes soldiers in non-combat positions and civilian employees. In the (pre-)conflict state, some of these are included in the first shell. Reservists make up Shell 3. In the event of a conflict, they will also be mobilized. Shell 4 involves services from social and market parties that the Ministry of Defense cannot or does not have to provide itself. This can be anything from hospital beds, logistics to cybersecurity.
The shell model is suitable for a variety of possible scenarios. The Ministry of Defense is exploring the possibility of a service model that takes (gradually) more coercive measures between peacetime and wartime. This is necessary to be able to act in a timely manner. Van der Maat said he would like to start a dialogue on this. The choice of the service model depends on the new cabinet.
9,000 soldiers per year
The Ministry of Defence wants to see around 9,000 troops coming in every year from 2029. This involves career soldiers, reservists and military personnel. This has implications for the way the Ministry of Defence staffs the armed forces, trains soldiers and prepares the forces. The organisation sets out what this growth means for selection, inspections, security screening and healthcare, among other things. But the Ministry of Defence also considers the impact on supply and real estate.
Length of service
The length of service is an important part of the service model. The number of participants will increase from about 300 now to 650 in 2024 and 1,000 in 2025. After 2025, Dienjaar activities will be expanded as quickly as possible to about 4,000 people per year. They are part of shells 1 and 2 and may later become reservists for shell 3. To achieve this, the Ministry of Defense wants to invite young people specifically to volunteer. In addition, the Ministry of Defense is investigating the further expansion of Dienjaar based on the experience of countries such as Sweden. The basis for this is a survey attached to the conscription letter. In addition, the Ministry of Defense is increasingly investigating various situations of obligation.
