The National Civil Police (PNC) began a phase on June 1, 2019, when President Nayib Bukele began his 2019-2024 presidential term, and with strong political will, proposed to reclaim territories under the influence and control of the higher powers, percentages of the country’s territory where previous governments allowed this to happen, because the political class and power groups believe that kleptocracy is nothing more than the rule and power of thieves in the country, the looting of public funds, corruption, impunity, nepotism, graft, embezzlement and other evils will prevail in our country.
On June 20, 2019, President Bukele officially launched the first phase of the strategic “Territorial Control Plan”, according to which our National Police has the responsibility to guide operations, strategies, plans and everything related to the valuable support of the Armed Forces of El Salvador. El Salvador is in a new phase of relations between two institutions that should always be united for the benefit of the people, but the same politicians and party leaders always predicted that this relationship would be one of mistrust, competition, trying to cover up the growth of the police force, which was born in 1992 and must go through different phases.
The General Commissioner of the National Commission, Mauricio Antonio Arriaza Chicas, and the Minister of Defense, Vice Admiral René Francis Merino Monroy, have learned through their extensive experience and highly specialized training that they must work in unity as a team, leaving aside the differences and absurdities of previous orders, which, of course, will not be easy and will be a process, but both are willing to work for the Salvadoran people.
This work started in June 2019, with evidence and results at the end of the first seven months, confirmed in the following 2020 and 2021, with a significant drop in crime; in March 2022, gangs and organized crime will make a final attempt to instill terror in the population and put pressure on the President and the Security Cabinet to stop implementing the territorial control plan strategy that has dealt a blow to their criminal organizations and finances. They did not succeed and President Bukele invoked the state of emergency measures provided for by the Constitution. This is a reinforcement and perfect complement to the strategy.
The professionalization and specialized work of the National Police has enabled criminal gangs to be dismantled, beaten and severely hit. I emphasize the impact of the arrest and prosecution of their members and collaborators on their criminal finances and the blow to their structures.
Over the past five years, the People’s National Council has met the needs of the people and President Bukele and has managed to build a strong relationship with the armed forces, who now always treat each other with respect and professionalism, respecting their constitutional and legal mandates, but in a relationship of harmony and fraternity, and the country has won and is strengthened by this unity.
The mission of the General Commissioner, Mr. Mauricio Arriaza Chicas, has been completed and delivered to the country, which is the legacy of pacifying and dismantling the gangs, victory is at hand and in this effort he has a team of Deputy Directors, headquarters and operations commanders, advisors and administrators who are willing and available.
