“The Ministry of Foreign Affairs, Immigration and Tunisians Abroad, under the leadership of President Kais Saied, is actively working to revitalize Tunisian diplomacy, making it proactive, effective and respected in the regional and international environment. » This was stated by Minister Nabil Ammar at the opening of the Annual Conference of Heads of Diplomatic and Consular Corps of the Diplomatic Academy on Wednesday. The conference, held for the first time in three years, has the theme “The role of diplomacy in the face of various challenges”. It also invites ambassadors to Tunisia.
The Minister of Foreign Affairs, Immigration and Tunisian Affairs Abroad discussed the fundamental principles of Tunisian diplomacy and the sovereignty of the state in decision-making, the completion of all reform work, the reform of the international relations system, the new dynamism of Tunisia, diplomacy, support for the Palestinian cause, immigration and more attention to Tunisians abroad.
“In this context, faced with the phenomenon of migration of skilled and qualified labor,” the Minister stated, “today we are called upon to make an objective assessment of our relations with our partners. It is therefore necessary to take into account the impact of the emigration of our human resources abroad on our economy and its impact on the country’s development efforts, as well as the resulting comparative advantages in favor of the host country. »

National sovereignty
“The importance of maintaining the conduct of our international relations and managing national sovereignty on the basis of mutual respect and non-interference in the internal affairs of all our partners stems from the full conviction of President Kais Saied, who attaches great importance to this key aspect of our foreign policy.
Indeed, we believe that Tunisian diplomacy must first and foremost be in perfect symbiosis with the will and legitimate aspirations of the Tunisian people, striving to serve their aspirations and contribute to their realization. We would also like to emphasize that the issue of sovereignty, to which President of the Republic Kais Saied has always attached importance, enjoys very broad support among the Tunisian people and that it constitutes an important basis that our current and future partners must attach importance to and show consideration and respect. »
Develop international cooperation that directly responds to the needs of human society
“The destiny of all of us is to direct our cooperation and partnerships to create the best conditions for addressing the various challenges facing the world and human society as a whole. However, reflection on the results of the United Nations 2030 Agenda for Sustainable Development leads us to believe that they still fall short of the goals we set for ourselves.
It is therefore essential that we work to develop international cooperation that directly addresses the needs of human society, giving priority to the eradication of poverty, famine, organized crime, and the establishment of adequate education, provision of adequate health care and services that grant all fundamental rights to all.
War, the logic of force, arrogance and the human suffering they cause are not the inexorable destiny of peoples, but the result of wrong policies, narrow agendas, flagrant interference in the internal affairs of other countries, and a serious imbalance in international relations. Therefore, it is time to correct this problem in the interests of all mankind. »
Complete the reform work
“Our main short- and medium-term goals are to first rely on internal strength to make up for shortcomings, strengthen advantages, and demonstrate advantages to complete the comprehensive reform work. Development efforts in all areas, while drawing lessons and conclusions from past periods.
At the core of this trajectory, Tunisian diplomacy operates according to a global vision that tends to strike a balance between the principles that guide our foreign policy and the need for rapid and effective responses in the service of higher national interests.
Reforming the international relations system
“Tunisia therefore joins other countries in calling for a reform of the system of international relations in order to guide it onto a new, more just and equitable path, capable of meeting the needs of human society in a world of profound and rapid change. We reiterate our commitment to work together to strengthen this cooperation, without forgetting to learn from past experiences. »
Palestine: A policy of double standards
“We are all facing pressures, difficulties and situations brought about by serious developments in the international and regional situation, which affect all aspects of our lives. Regrettably, recent years have been full of drama and conflict, from the COVID-19 crisis to the ongoing genocide of the Palestinian people.
The great suffering of the Palestinians and the subjectivity displayed by certain media outlets around the world clearly expose the policy of “double standards” for everyone. This malaise is corroding the system of international relations and manifests itself in the blaming of the victims, the defense of the oppressors, and the continued support for those who commit war crimes and crimes against humanity. In doing so, such a system exposes neo-colonial and racist tendencies that tend to maintain domination, arrogance, and brutal economic exploitation.
We therefore reiterate our consistent position of supporting the legitimate and inalienable right of the Palestinian people to restore their national rights, in particular the right to establish an independent and fully sovereign State on their territory with Jerusalem as its capital. We call on all friendly countries to expedite the formal recognition of the State of Palestine and support its full membership in the United Nations. »
Migrants: Ensure border security and refuse to become a transit platform or a place of residence
“In December 2018, the United Nations adopted the Global Compact for Safe, Orderly and Regular Migration, which affirms the sovereign right of States to develop national migration policies in accordance with international law. The convention also sets out shared responsibilities for managing irregular migration.
Tunisia signed the Convention and considers it an important reference document aimed at launching a process of genuine international cooperation capable of comprehensively addressing the root causes of irregular migration, both at the development and legal levels. The goal is to reduce the scale of such migration and combat the serious phenomena associated with it, especially human trafficking.
On that basis, Tunisia continues to work to ensure the security of its land and maritime borders within the framework of respect for the rules of international law. It also reiterates its initial commitment to refuse to become a transit platform or a temporary or permanent residence for irregular migrants.
To this end, we would like to point out that Tunisia in no way admits to being a self-proclaimed democratic country that until recently supported and praised war crimes and their perpetrators. Likewise, it is worth remembering that until 1931, in some of the world’s largest cities, bazaars and zoos still hosted human exhibitions, mainly Africans. The latter were subjected to medical experiments carried out by the scientific institutions of the time. »
Tunisians abroad: more attention
“We are also actively working to improve our efforts, approaches and working methods in order to be closer to our citizens living abroad. We are committed to providing them with the support they need, wherever they are, deepening our contacts and communication with them and encouraging their participation in any organized collective action. We seek to use their experience and their professional and personal networks to convey Tunisia’s message, strengthen its image and support its efforts to achieve national goals.
In this context, today we need to make an objective assessment of our relations with our partners, faced with the phenomenon of migration of skilled and qualified labor.
