HARARE – Embattled business partners Mike Chimombe and Moses Mpofu have been “re-arrested” on fresh corruption charges for allegedly falsifying business documents to win a street lighting tender from the Harare City Council.
The two men are currently in custody facing charges of fraud over a failed tender awarded to them by the government for the supply of goats.
The Zimbabwe Anti-Corruption Commission (ZACC) confirmed the new charges against the two men in a statement on Wednesday.
“ZACC has again arrested Juluka Enndo Joint Venture officials, Moses Mpofu and Mike Chimombe, for alleged corruption using false documents.
“Mpofu and Chimombe allegedly submitted false documents when applying for a tender from Harare City Council to repair street lights,” the Harare Anti-Corruption Commission said in a statement.
It is said that sometime in May 2024, the Harare City Council will open tenders for two plots of land to repair the street lights.
Mpofu and Chimombe responded to the advertisement while they were directors of the Juluka Enndo joint venture.
The Zambian Competition Commission said the two companies falsely claimed they had complied with the provisions of the General Regulations on Public Procurement and Disposal of Public Assets by resubmitting receipts they had used in previous disqualified bids.
“The accused (Mpofu and Chimombe) also submitted a financial report claiming that it was audited by a consultancy firm but investigation revealed that the company was not registered.
“They allegedly further falsely claimed that they had undertaken similar work for the City of Harare and had experience in installing street lights.
ZACC further stated in the statement: “The Juluka Enddo joint venture was awarded the tender on the basis of false information.”
Mpofu and Chimombe are scheduled to appear in the Harare Magistrate’s Court on Wednesday, July 31, 2024 on the new charges.
