On 22 July 2024, Elisabeth Excelsior, Director of the Prime Minister’s Office and Executive Director of the Land and Maritime Borders Office, deposited with the Ministry of Foreign Affairs the instrument of accession of Timor-Leste to the 1907 Convention for the Pacific Settlement of International Conflicts, on behalf of the Government of Timor-Leste and the Prime Minister.
In accordance with Article 95 of the Convention, Timor-Leste will officially become the 124th Party to the Convention on September 20, 2024.
This accession demonstrates Timor-Leste’s commitment to peace and stability and to upholding international law. Likewise, it supports the role of the Permanent Court of Arbitration in assisting States to peacefully resolve disputes.
Timor-Leste has in the past resorted to the Permanent Court of Arbitration, which acts as the secretariat for our disputes, including seeking maritime boundary delimitation with Australia through compulsory mediation under Annex V to the United Nations Convention on the Law of the Sea.
On July 25, 2024, during the 125th anniversary conference of the Permanent Court of Arbitration in Singapore, a small ceremony was held to celebrate the accession of Timor-Leste.
