The National Congress has once again failed to approve changes to the Dominican Republic’s old penal code. Senate President Ricardo de los Santos Polanco said they will not achieve this by August 16, as expected.
There was neither consensus nor a reasonable assessment of the expediency of the reforms we wanted to introduce. Regrettably, more than 20 years after launching this process, we have not yet found a way to end it and provide the country with a useful tool for fighting and preventing crime.
This ruling by members of Congress does not mean it will die, as it can continue in the next legislature. This is very unfortunate.
