Minister of Foreign Affairs and Cooperation Bendito dos Santos Freitas attended the 29th Ordinary Session of the Council of Ministers of the Community of Portuguese-Speaking Countries (CPLP), held in Sao Tome and Principe on July 19, 2024. The meeting was chaired by Sao Tome and Principe’s Minister of Foreign Affairs, Cooperation and Communities, Garés Guadalupe, and CPLP Executive Secretary Zacarías Albano da Costa, and attended by ministers of foreign affairs of CPLP member states. 
The central theme of the ministerial debate was “The impact of youth mobility in the CPLP on strengthening a sustainable economy”. During the meeting, member states signed the Charter of Rights and Principles of the Digital Environment, which aims to promote sustainability and increase productivity through the digital economy while ensuring the protection of personal data and the security of Internet communications.
Minister Bendito dos Santos Freitas stressed the importance of youth mobility, stating that “youth is a fundamental asset for sustainable development. Young people are agents of change, providing innovative ideas and creative solutions to the environmental, social and economic challenges we face.” He also highlighted the positive impact of youth mobility in the CPLP, noting that “the mobility of young people in our Community has an extremely positive and demonstrable impact in strengthening the economic sustainability of our societies.”
Initiatives related to the adoption of renewable energy and cooperation to combat climate change were also discussed during the meeting. Minister Bendito dos Santos Freitas reiterated Timor-Leste’s commitment to these initiatives, stressing that “CPLP, as an organization, plays a fundamental role in promoting initiatives that promote the well-being of young people, in order to achieve sustainable development of their economies.” 
During this event, the Minister of Foreign Affairs and Cooperation held bilateral meetings with some of his counterparts from the CPLP. With the Portuguese Foreign Minister, Paulo Rangel, the strategic cooperation plan was discussed, as well as addressing the problems faced by Timorese citizens when travelling to Portugal. In a meeting with the Brazilian Foreign Minister, Mauro Vieira, cooperation in human resources development was discussed. Finally, preparations for the official visit of Angolan President João Lourenço to Timor-Leste, scheduled for 2025, were discussed with the Angolan Foreign Minister, Tete António.
The next CPLP Council of Ministers will be held in Guinea-Bissau on July 17, 2025.
The CPLP is made up of Angola, Brazil, Cape Verde, Guinea-Bissau, Portugal, Mozambique, Sao Tome and Principe, Equatorial Guinea and East Timor. 
Minister Bendito dos Santos Freitas concluded his remarks by congratulating the CPLP, which this year celebrates its twenty-eighth anniversary, and said that “this is a moment to celebrate and reflect on the importance of the Portuguese language that unites us and continues to unite us, enriched by the ethnic and cultural diversity of our peoples.”
