The Ministry of Finance officially circulated on Tuesday, July 23, 2024, the circular containing the budget preparation rules and the tax seals approved for each state institution that are part of the budget scope of the General State Budget (OGE) for 2025. The meeting was held at the Kay Rala Xanana Gusmão Auditorium of the Ministry of Finance in Dili.
The ceremony was attended by the Minister of Finance, Santina José Rodrigues F. Viegas Cardoso, the Deputy Minister of Finance, Felícia Claudinanda Cruz Carvalho, the General Director of Planning and Budget, José Alexandre de Carvalho, the State Budget Director, Salomão Yaquim, and various heads of public administration in the financial field.
This working meeting, which was a continuation of the 2025 OGE Budget Day and the deliberations of the Ministerial Meeting on July 17, 2024, determined the total expenditures for each OGE budget heading in 2025, with an estimated global value of 1, 8 billion US dollars.
During the event, the Minister of Finance delivered an opening speech and symbolically launched the Circular on OGE 2025. Before being distributed to the ministries, the contents of the Circular were presented in detail and simulated in the electronic Planning Information System, Monitoring and Evaluation of OGE 2025 “Dalan ba Futuru”.
Ministers now have 11 days (including holidays and weekends) to prepare budget proposals. The Budget Review Committee will analyze these proposals from August 12 to 27, 2024. The OGE 2025 legal proposal is expected to be submitted to the National Assembly on October 1, 2024.
