Divisive behavior and hate speech were common in eastern DRC during these times, carried out by the country’s Kinyarwanda-speaking people, particularly the Tutsi ethnic group.

These ethnically based rhetoric and violence against these people were not stopped in advance, and those who were paying close attention, Rwanda did not stop demonstrating that it could create genocide.
