The second phase of the census under the “Aswesuma” welfare programme is expected to be completed on July 31.

Welfare Commission Chairman Jayantha Wijerathna stressed at a special press conference held at the Presidential Press Centre (PMC) today (22nd) that the largest number of applications came from Nuwara Eliya and Badulla districts. The information collection for each application in the census was done using IWMS software.
Census officers have been appointed in each Grama Niladhari (GN) department who will visit households, verify information of family members and enter it in the social security information register through a mobile application.
Besides, a census monitoring officer has been appointed in each departmental secretariat to monitor and evaluate the census process, he added.
Mr. Wijerathna further mentioned that once the information system is implemented by the Census Officers, all the departmental secretaries will be able to monitor the complete information of applicants at the GN departmental level. At the end of the census, the information of individual households will be scrutinized by the selection committee.
These committees are responsible for monitoring census household information and approving the calculation of selection criteria. The selection criteria are then calculated and a scientific method is used to assign scores from six dimensions: education, health, economic status, assets, housing conditions, and household demographics to determine the poverty level. The system then generates a list of eligible candidates.
Welfare benefits are divided into four social categories: transitional, disadvantaged, poor, and extremely poor. In addition, subsidies are also given to vulnerable groups such as the disabled, the elderly, and kidney patients.
In the first phase of the scheme, about 3.4 million applications were received, of which 1,854,000 people were eligible for the benefits. The government allocated Rs 58.5 billion for this phase.
In addition, the Welfare Board has launched a new mobile application with photography, geo-mapping and audio recording capabilities to improve the efficiency of on-site information collection for the “Aswesuma” welfare scheme. Welfare Board Chairman Jayantha Wijeratne urged applicants to always provide accurate information when applying for these benefits.
Welfare committee directors Kamal Padmasiri and Kumar Dunusinghe were also present at the press conference.
