“If we had been able to develop the large number of prison infrastructure projects that we wanted to develop from 2010 onwards without these objections, we might not be facing the restrictions that we have today,” he said.

“If anyone wants to look at this in terms of the short term, what they are doing is undermining the development of compliance in the justice system over the next decade. That’s what we are talking about,” he said.
