Of all these decrees, the most questionable is decree 2024-811, which concerns the contract of commitment to respect republican principles required of applicants for residence permits, said Serge Slama, professor of public law at the university, cited by the same media as the University of Grenoble-Alpes.

He believes that the danger is that failure to comply with these principles will become an easy excuse to question a foreigner’s right to residency. “If we are not careful, more and more foreigners will be identified as illegal immigrants by counties,” the lawyer warned.

Arguing that learning the values ​​of the republic should never be done through prohibition but rather through compliance, he predicted that “disputes over administrative jurisdiction will increase.”

Basically, Serge Slama argues that by requiring applicants and residence permit holders to sign this contract, the government is “asking foreigners living in France to be better citizens than the French citizens themselves.”
