Teachers dedicated to teaching Italian to foreign children, a threshold of 20% for foreign students in the class (newcomers or with a level of Italian below the basics), above which – from the 2025-2026 school year – measures will be taken to strengthen teaching for the benefit of foreign students themselves, parents of students with disabilities can request confirmation of the support teacher of their child in the previous year, more teachers are eligible for support thanks to the new curriculum launched by the Indil Academy, entrusted with management. This and other provisions constitute the Decree on Sports and Schools approved by the Chamber of Deputies (174 votes in favor, 123 against and 5 abstentions) and currently under review in the Senate. The deadline for its transformation into law is set for July 30.
Measures for schools
Commenting on the green light given to Montecitorio, the Minister of Education and Merit, Giuseppe Valditara, stressed the main points of the measures: “In order to respond to the shortage of support teachers – currently 85,000 teachers without expertise – we are strengthening the professionalization curriculum through new training offers. Families can then decide to request the confirmation of a support teacher to work with their children, in order to guarantee continuity of teaching, even in the case of substitute classes. In addition, foreign students must have a sufficient knowledge of the Italian language, with mandatory courses and dedicated teachers: language is a fundamental requirement for inclusion, it is real and not just preached. Our goal is an increasingly inclusive school, with high quality standards, where talents are valued regardless of their starting conditions,” he concluded.
University Measurement
At the university level, the legislative decree provides that students with severe disabilities will be able to benefit from a “care allowance” that supports them and their families in paying for qualified personnel to support the student. Subsequently, the fund aimed at supporting non-resident students attending state universities was increased this year by a total of €10.3 million and the funding period for universities and students was extended from July 31 to December 31, 2024. The Research Agency announced the procedure for awarding research grants.
Finally, it provides for the procedure by which universities may publish recruitment of university professors of the second class reserved for permanent university researchers with national scientific qualifications.
Minister Bernini’s Commitment
“The government’s commitment to housing is unprecedented. We launched the PNR tender for the construction of 60,000 beds, allocated $1.2 billion for student dormitories and now, with this legislative decree, we have refinanced the rental fund. A record $850 million in scholarship grants has been added to the resources. Not words, but concrete actions”, noted the Minister of Universities, Anna Maria Bernini.
