The agreement with the Nile Basin countries (Egypt 55.5 billion cubic meters) and Sudan 18.5 billion cubic meters also opened the door to redistribute water resources among the basin countries based on the principle of “equity” according to the contribution of each of them.

The agreement was ratified by the five upper Nile countries (Ethiopia, Uganda, Kenya, Tanzania and Rwanda), and its entry into force requires approval by two-thirds of the participating countries, while the two downstream countries, Egypt and Sudan, refused to ratify the agreement.
