The artificial intelligence (AI) generative application platform developed by the InnoHK Innovation Hong Kong R&D platform last year is regarded as the “Hong Kong version of ChatGPT” and has been named the “Civil Service Document Assistance System”. The system has been used in the Innovation, Technology and Industry Bureau since last month. The Secretary for Innovation, Technology and Industry, Mr. Sun Dong, revealed during a radio program that the goal is to expand it to all government departments within this year and eventually open it to the whole of Hong Kong.

Sun Dong pointed out that the development of artificial intelligence has become the main battlefield for various countries and regions. The Hong Kong government has attached great importance to the development of AI in the past two years. The Innovation and Technology Bureau began to trial the “Civil Service Document Assistance System” last month to conduct data model training and feedback. The adaptation process is progressing smoothly and the system will soon be expanded to other policy bureaus. He emphasized that the development of artificial intelligence requires policies, talents and applications in parallel, and hopes to establish some interactive platforms for the development of applications based on this large model.
He also mentioned that the government has considered enacting a “Data Law”, but it cannot be done overnight. Legislation is a relatively complex and relatively long process. Once legislation is enacted, it will have impacts in various aspects and must be handled with caution. The authorities are referring to the relevant laws and regulations in surrounding areas. He described that once the time is ripe, the “Data Law” will be introduced; in addition, the government’s “Smart Convenience” mobile application is currently used by more than 2.8 million people, reaching 30 million times as of last year, exceeding the expected target. It is believed that the number of users will increase significantly in the future.
