The Inspector-General of Police, Kayode Egbetokun, has ordered the implementation of a digital Central Motor Vehicle Registry from July 29, 2024.
According to the police chief, the move is to modernize and digitize the motor vehicle registration system and strengthen the country’s security framework.
e-CMR is an advanced, real-time online motor vehicle data repository designed to support police investigative and operational activities to combat vehicle-related crime, including terrorism, banditry, kidnapping and armed robbery.
Police said the shift to a digital system would simplify the documentation and verification process for vehicle ownership and related transactions.
Police spokesperson, Muyiwa Adejobi, said in a statement on Saturday that following the directive of the IGP, the e-CMR system will make services such as ownership, license plate number, engine and chassis/body changes seamless, ensure the authenticity of vehicles, help track and recover stolen vehicles, and prevent stolen vehicles from being sold to innocent buyers.
The statement read: “As part of the efforts of the Government House to enhance the security of lives and property, the Nigeria Police Force will commence the implementation of the Digital Central Motor Vehicle Registry (e-CMR) within the next 14 days, July 29, 2024, to rehabilitate and digitize the motor vehicle registration system, significantly strengthening the security framework of our country.
“As per the IGP’s directive, services like change of ownership, change of license plate number, change of engine and change of chassis/body will become seamless as the e-CMR system will ensure verification of the authenticity and ownership of the vehicle, enhance the ability to effectively track and recover stolen vehicles and prevent innocent buyers from purchasing stolen vehicles.”
“Prior to its implementation, the IGP has directed that all members of the public be fully sensitized about the e-CMR and its implementation, informing them of the requirements, process and enforcement procedures. The public is urged to obtain the digital CMR certificate online.”
Adejobi said the enforcement action was necessary for national security and to reduce incidents of vehicle thefts, and he urged vehicle owners to cooperate with the police.
He added: “The Nigeria Police Force remains committed to using technical and strategic approaches to enhance public safety and national security while seeking the understanding and support of all well-meaning Nigerians and residents for this initiative.
“The implementation of e-CMR is necessary to ensure a safer environment for vehicle owners and curb the trend of vehicle theft by significantly reducing the likelihood of stolen vehicles being sold in the country. We therefore urge all vehicle owners and users to promptly embrace and align with this initiative for optimal safety and security.”
