he Puerto Rico Energy Office (NEPR) LUMA Energy was ordered to deliver within 48 hours all the documents detailing the process before, during and after the installation of the giant transformer that was transported to Santa Isabel.
The company responsible for the electricity service’s transmission and distribution system confirmed the device was non-functional after testing it before connecting it to the grid.
The order from the investigating review officer requires LUMA to explain: “Contingency plans in the event that the initial replacement transformer fails critical safety and reliability tests; A list of the company’s substation professionals who performed pre- and post-transport testing of the replacement transformer; LUMA’s “processes and protocols” for conducting “pre- and post-transport testing of the replacement transformer,” and available evidence showing that the transformer was successfully energized in the first place; Contingency plans for the relocation of the “Monabo spare transformer”; and Explanation of the reasons why the transformer was not moved from the City of Maunabo, but rather from the City of Caguas.”
The order also requires the development of short-term and long-term plans to ensure that consumers in the cities of Santa Isabel, Coamo and El Bonito are not impacted by the incident; Report on the construction status of Lines 100, 200 and 4800including the construction phases and the progress of their construction and delivery; Describe in detail the tests carried out, their reasons and their results; Report on the condition of the transformer transferred to the City of Santa Isabel, namely its feasibility for short-term and long-term use and its service life; Inform whether the transferred transformer will be useful in the future; Identify what failed in the tests carried out on the transferred transformer, as well as their scope and consequences in order to ensure the service life of the transferred transformer.
Likewise, LUMA must indicate the plans and actions it will consider to avoid a similar situation to the transfer of the transformer from the City of Maunabo.
In addition to including whether the transfer of the transformer from the City of Maunabo to the City of Santa Isabel is a reliable and permanent solution to the problems of the users using said transformer; Informing the cost of the transformer transferred to the City of Santa Isabel, and all costs related to transportation, installation and related expenses; Informing the City of Maunabo of the cost of the existing transformer, and all related estimated costs.
at last, NEPR WARNING LUMA The requested information is not subject to the confidentiality rules established in article 6.15 of Law 57-2014, and you are warned that failure to comply with this emergency order will result in fines of $10,000 per day and administrative sanctions until its implementation.
It is worth noting that on June 14, 2024, Energy BoardPursuant to Section 6.3 of Law No. 57-2014 and Section XV of Regulation No. 8543, a Resolution and Order were issued to initiate an investigation into the interruption of electricity service that occurred on June 2, 2024.
As part of its investigation, it ordered LUMA to provide an incident report that would include, among other things, a description of any permanent equipment at the Santa Isabel Transmission and Substation that required repair and/or replacement.
