The Cabinet yesterday approved the draft Budget, Fiscal and Customs Policy for 2025. The document sets out a series of measures aimed at contributing to increasing budget revenues, stimulating investment, creating jobs, reducing the tax burden on citizens and improving the business environment.
Thus, in the fiscal sector, interest income from state securities and bonds issued by local governments will be exempt from tax. At the same time, the personal and family tax exemption will be increased by 10%. The changes also simplify the tax declaration process for micro-enterprises with up to five employees.
At the same time, the document provides for the expansion of the fiscal autonomy of local authorities, giving them the power to raise property and land taxes to 300 percent on buildings and untidy urban land, as well as uncultivated agricultural land for two consecutive years.
In addition, the document provides for the linking of excise taxes with the practices of EU countries. Thus, the fiscal policy provides for an increase of 15% in excise taxes on e-cigarette cartridges and e-cigarette tanks, including disposable e-cigarettes and nicotine refill bottles for e-cigarette cartridges and e-cigarettes. By 2025, it will reach 3094.50 lei per liter of liquid, and by 2026, it will reach 3558.68 lei per liter of liquid.
At the same time, the excise tax on tobacco reserves, reconstituted tobacco reserves or tobacco substitute reserves for tobacco heating devices was adjusted. Thus, by 2025, it will constitute 1384.55 lei per 1000 units, and by 2026 it will amount to 1453.78 lei.
In the area of customs, the project seeks to extend the validity of the authorization of special customs regimes until January 1, 2027 and to exempt goods under the temporary access customs regime for technical and investment assistance projects from guarantees or actively improve it until December 31, 2026.
Fines for incorrect data on the customs declaration or in documents accompanying the goods will also be reduced from 40% to 2%, if the goods undergo full physical control and are cleared.
