The Judicial Institution of the Caribbean Netherlands (JICN) will launch a new programme for detainees from 8 July 2024: Relationship-Boosted Visits (RBB). This arrangement, which has been in place in normal security prisons since 2015, offers detainees the opportunity for undisturbed, personal contact with visitors. This facilitates their reintegration into society.
What is required to establish a relationship visit (RBB)?
RBB provides detainees with the opportunity to receive unsupervised visitors once a month. This visit helps maintain and strengthen connections with family and partners, which is essential for detainees’ reintegration into society.
RBB Standards
- Detainees must reside in a generally secure institution for six consecutive months.
- The director said the visit should help the detainees reintegrate into society.
- The relationship between detainees and visitors must be close and lasting.
- The interests of investigation and prosecution must not be compromised.
RBB is not a right, but a favor
RBB is not an automatic right of prisoners, but a favour that can be granted by the director of the institution. A request must be made and the relationship between detainees and visitors is strictly scrutinized. The director can deny RBB on the grounds of security or order within the institution.
