The Judicial Institution of the Caribbean Netherlands (JICN) will launch a new programme for detainees from 8 July 2024: Relationship-Boosted Visits (RBB). This arrangement, which has been in place in normal security prisons since 2015, offers detainees the opportunity for undisturbed, personal contact with visitors. This facilitates their reintegration into society.

What is required to establish a relationship visit (RBB)?

RBB provides detainees with the opportunity to receive unsupervised visitors once a month. This visit helps maintain and strengthen connections with family and partners, which is essential for detainees’ reintegration into society.

RBB Standards

  • Detainees must reside in a generally secure institution for six consecutive months.
  • The director said the visit should help the detainees reintegrate into society.
  • The relationship between detainees and visitors must be close and lasting.
  • The interests of investigation and prosecution must not be compromised.

RBB is not a right, but a favor

RBB is not an automatic right of prisoners, but a favour that can be granted by the director of the institution. A request must be made and the relationship between detainees and visitors is strictly scrutinized. The director can deny RBB on the grounds of security or order within the institution.

Important details about RBB

  • There will be an RBB room.
  • Inmates are given RBB once a month.
  • Each visit lasts 1.5 hours.

Visiting conditions

  • Visitors must be 18 years of age or older and have completed six consecutive months of regular visits.
  • Visitors with children are not allowed to enter the RBB.
  • Visitors must be prepared to undergo clothing checks and body searches before and after their visit.
  • Detainees and visitors participate in visits before and after the RBB moment.

Positive impact on reintegration

(RBB) plays a vital role in the reintegration process for detainees. It helps them strengthen their social connections and provides emotional support, which contributes to their successful reintegration into society. By maintaining strong relationships with their family and partners, prisoners can maintain a sense of normalcy and support, which increases their motivation and happiness during their incarceration. This can also reduce recidivism, as prisoners with strong social networks are better able to adjust to life after prison. RBB provides a structured and controlled way to strengthen these important connections, which reduces the chances of reoffending.

Success stories and prospects

Since the introduction of a similar program in 2015, many detainees in the Netherlands have successfully taken advantage of the opportunity to maintain close relationships during their detention. This contributes to their successful reintegration into society and reduces recidivism. JICN is committed to continuing this positive trend with the introduction of RBB.
