In July, the first session of the Fourth National Assembly passed four bills. The 13th Five-Year Plan was finally approved with 512.29 trillion rupees.
National Assembly Speaker Luangden Rinpoche said that the allocation for the 13th Plan is higher than previous plans and is mainly used for social services. Bhutan’s revenue target is to expand supply and achieve a high income level, “which is destined to be achieved.”
The House of Representatives also approved the budget bill for the fiscal year 2024-2. The supplementary budget bill for the fiscal year 2023-24 will be submitted to His Majesty the King for his assent.
The total budget for fiscal year 2024-2 approved by the House is Rs 97.63 billion, of which the construction budget is Rs 46.82 billion and the maintenance budget is Rs 50.81 trillion.
The House has added an additional budget of Rs 85.52 billion for the fiscal year 2023-2 and approved a budget of Rs 3.22 trillion, which is equivalent to a revenue of Rs 88.75 billion.
Speaker Luangden Rinpoche said that community development projects benefit the country and the people, and relevant ministries, departments, representatives and local governments should allocate budgets for the implementation of these projects. It is very important to use them effectively and efficiently.
The National Assembly passed the Bhutan Marriage (Amendment) Bill, 2024 and the National Assembly of Bhutan (Amendment) Bill. The 2024 Amendment Bill will be submitted to the National Assembly for discussion.
The House also approved the air services agreement between Bhutan and Kuwait, which has been abandoned.
The Department of Energy and Natural Resources recommends that high-capacity fiber optic cable K-ring installations be relocated to safer locations, but those that cannot be relocated and fall on private land will be compensated or given land replacement.
Among the recommendations: 1. Review the organizational structure of the Ministry of Health and the National Health Service. The government has allocated more than Rs 100,000 crore for the priority development fund and sufficient funds will be allocated in the next fiscal year.
A total of 59 questions were raised during the meeting, including 40 oral questions and 9 written questions.
The national report describes the current state of the country and solutions to the challenges facing the country, the plans and priorities of the government for 2024-25 and the strategy of the government for 2024-2 which includes the legislative plan.
