The Minister of Foreign Affairs and Cooperation, Bendito dos Santos Freitas, accompanied the President of the Republic, José Ramos-Horta, on a state visit to Mozambique from 3 to 7 July 2024, aimed at further strengthening relations between the two countries. 
On July 3, the President of the Republic, José Ramos-Horta, and his delegation arrived in the Republic of Mozambique, greeted at Maputo International Airport by the Minister of Foreign Affairs and Cooperation of Mozambique, Verónica Macamo, and the Ambassador of Mozambique in Indonesia and Timor-Leste, Belmira Marat. The reception was accompanied by a guard of honour of the Mozambican Armed Forces and cultural dance performances. 
Also on July 3, Minister Bendito Freitas held a bilateral meeting with the Mozambican Minister of Foreign Affairs and Cooperation, Verónica Macamo. During the meeting, strategic areas of cooperation such as health, education, defence, natural resources and technology were discussed. The agreement also outlined the areas of education, minerals (hydrocarbons and mines) and foreign policy. 
On July 5, the Minister of Foreign Affairs and Cooperation participated in a meeting of the National Assembly of Mozambique, where, together with President José Ramos-Horta, he discussed political and economic issues with the Speaker of the Assembly, Esperanza Bias, and other members of parliament. During the meeting, the political and economic stability of Timor-Leste over the past 20 years was highlighted, and ways to strengthen parliamentary and diplomatic cooperation between the two countries were discussed.
Also on 5 July, Minister Bendito Freitas accompanied President Ramos-Horta to a ceremony in the Plaza de Heroes to pay tribute to the heroes and martyrs of Mozambique. 
On the same day, President Ramos-Horta was officially received by the Mayor of Maputo, Rasak Manchik, who presented him with the key to the city as a gesture of solidarity and friendship, symbolizing the strong ties between Timor-Leste and Mozambique. 
Minister Bendito dos Santos Freitas visited the Maputo thermal power plant on July 6. The visit was led by Marcelino Gildo, chairman of the board of directors of EDM.
Also on July 6, Minister Bendito Freitas visited the CAE/CPLP headquarters in Maputo. Received by Colonel Armindo Alcides García Sá Miranda Nogueira, the Minister stressed the importance of Timor-Leste’s active participation in the organization, which was created in 1996 to analyse and study the defence and security fields of the CPLP member States.
The state visit strengthened the historic partnership between Timor-Leste and Mozambique and reaffirmed the two countries’ commitment to shared development and prosperity.
