NATO on Wednesday named outgoing Dutch Prime Minister Mark Rutte as its next secretary-general, who will take over from Norway’s Jens Stoltenberg from Oct. 1. Stoltenberg led NATO for more than a decade, with his term extended by the war in Ukraine.
