The government will recruit experts at any time according to the project needs of the civil service.

Yesterday, during the question and answer session in Parliament, Kuenga, the MP for Nisau-Sep constituency, said that due to the huge expenditure in the 13th Five-Year Plan budget, the government’s task is to revive the economy that has been damaged by the epidemic.

However, the MP said that of concern was the shortage of human resources in government offices and the continuous loss of experienced senior civil servants and public servants, which hampered the implementation of planned activities.

The MP asked what strategies and priorities the government had put forward to address these human resource challenges and whether there were plans to revise pay and benefits to prevent civil servants from leaving.

Prime Minister Tshering Tobgay said the government was concerned that several civil servants resigned every year.

Last year alone, the civil servant turnover rate reached 13.33%, with 4,797 people leaving the civil service.

Currently, the total number of civil servants nationwide is 29,400.

“If we follow this ratio, we will have enough civil servants in our country,” said Leonghen.

Leonghen mentioned that when he met with civil servants from different agencies, they assured him that they can deliver services at such a strength despite concerns about staff shortages everywhere.

“If there is a real shortage of civil servants, the government will recruit on a contract basis based on projects,” said Leonghen.

Leonghen also said that if necessary, the government will outsource the work to private companies to fill the gap.

Leong Heng also said the government is in discussions with the Royal Public Service Commission (RCSC) on incentivising hard-working civil servants.

Leong Heng said the government will first focus on revitalizing the country’s economy and GDP growth before increasing the salaries of civil servants.

“Currently, tax revenues are used for salaries and benefits for civil servants,” Leonghen said.
