They are interested in finding out who is to blame for the current shortages and have given us four “culprits” to choose from: manufacturers, retailers, the black market and western sanctions. So far, ZBC polls show that Zimbabweans believe the black market is to blame. Western sanctions come second at 31.23%, followed by manufacturers and finally retailers.
