The Department of Public Works said that prior to the “Buckle Up or Get Ticketed” seat belt enforcement mobilization event held May 20-June 2, Guam’s seat belt usage rate for 2023 was 94.24%, an excellent level that puts the island ahead of the national seat belt usage rate of 91.9%. The Department of Public Works said that even with high seat belt usage rates, Guam cannot let its guard down and can do better. “The other 6% still need to be reminded that seat belts save lives,” the Department of Public Works added. “Participating law enforcement agencies will take a no-excuse approach to seat belt enforcement, issuing tickets day and night.” Department of Public Works Director Vincent Arriola said the Department of Public Works hopes that seat belt use will become a spontaneous habit for drivers and passengers. “It is not only the safe thing to do, it is the law. During the Buckle Up or Get Ticketed event, we will work with local law enforcement agencies to ensure that drivers and passengers are getting the message,” he said.
