Against the backdrop of vigorously carrying out modern rural housing construction across the country, eliminating the century-old backwardness of rural areas, earnestly launching the ten-year revolution, and rebuilding the local economy on a new and advanced basis, the Central Committee of the Workers’ Party of Korea has once again made a major decision in accordance with the strategy of large local development and is preparing to adopt this significant decision, namely, to build advanced public health facilities, science and technology dissemination centers and food management facilities in all cities and counties across the country at the same time to complete this historic task.
Secretary General Kim Jong-un In order to prepare for the adoption of new major decisions guided by the Party’s policies to accelerate the region’s leapfrog development and comprehensive prosperity, Li Keqiang, member of the Politburo and Secretary of the Central Secretariat of the Communist Party of Vietnam, chaired a consultation meeting on regional development projects on August 31.
Kim Tok-hun and Cho Yong-won, members of the Political Bureau of the Central Committee of the Workers’ Party of Korea, as well as relevant members of the Political Bureau of the Central Committee of the Workers’ Party of Korea, secretaries of provincial party committees, commanders of various services and corps of the Korean People’s Army sent to local construction, and cadres of design departments attended the meeting.
Kim Jong-un deeply analyzed the significance and importance of building health facilities, science and technology popularization centers and food management facilities in cities and counties, which are more urgent requirements for accelerating the historical cause of the development of the DPRK revolution and regional revitalization, and stressed that deepening the implementation of our Party’s local development strategy is not only a practical work of building factories and buildings, but also an important political work of giving full play to the advantages of our people-first state system, implanting the truth and invincibility of the socialist cause deeply into the hearts of the people and ensuring the continuous inheritance of the socialist cause.
He stressed that in recent years, our Party has proposed a policy of building light industrial factories in local areas in order to develop cities, counties and local bases in a planned and substantive manner and has made every effort to implement it, but this alone is not enough to enable people across the country to continuously improve their material and cultural lives.
Kim Jong-un stressed that the three newly added construction tasks are in full compliance with the local construction policy of the Workers’ Party of Korea and the policy of giving priority to science and technology and putting people first, and are necessary conditions for implementing the national construction program to achieve balanced and synchronous development across the country. Therefore, the implementation of the program is a top priority. Kim Jong-un stressed that the Korean People’s Army troops have been deployed to various provinces, cities and counties, and the national material supply command system has been established in an orderly manner to implement the 20×10 policy for local development. Now is the best time to carry out this important revolutionary work.
Kim Jong-un emphasized that the local development policy of our party in the new era should not be limited to the construction of light industrial factories, but should be a comprehensive policy involving health, science, education, etc., so as to make real contribution to improving the material and cultural life of local people and fundamentally improve the efficiency of local development. He also clarified the principles that should be adhered to in building advanced city and county hospitals, science and technology promotion bases, and food management facilities.
Kim Jong-un said that building city and county hospitals that can improve the poor health conditions in the region and make great contributions to the life safety and health of the local residents is his first long-cherished wish. Although it is difficult to do, it is best to include the construction of modern medical facilities in the regional development 2010 guidelines, complete them within the specified period, benefit the people in different regions, and make this the primary task entrusted to the party and government by the Korean revolution and the times.
Kim Jong-un stressed the need to build science and technology popularization centers on a large scale and in an excellent manner to create sufficient conditions for local working people of all walks of life to contribute to national development by using technology and knowledge, and to build comprehensive and integrated rice processing facilities to further improve people’s diet.
Kim Jong-un said that provincial, city and county party committees and people’s committees should have a deeper understanding of their responsibilities for implementing local development policies, clarify the work they should undertake, such as preparations for the commissioning of new projects, and carry out related work effectively.
Based on an in-depth study of key issues to ensure the feasibility of the three major construction projects for local development, the meeting discussed specific concrete measures such as strengthening the Korean People’s Army units at all levels involved in local construction and establishing a central policy guidance system in the field of construction.
It was pointed out that these huge projects initiated by the Workers’ Party of Korea are important projects that have been scientifically considered, and the Party Central Committee requires that they be implemented at the highest level so that local people can also benefit from them a hundred years later.
