Another netizen said: “We are on patrol and encounter someone without suspicion, whether it is a thief who wants to steal things or someone who disturbs the freedom of others, we will stop him and he will run away from us immediately. There is still darkness.”
He continued: “Because we have clothes to protect us from the rain, they also gave us flashlights to see where he can’t see, and they also provided us with special shoes to wear when we patrol, which will make it easier for us; we are very grateful to the people who came up with this idea.
In various parts of Musanze Municipality, residents often complain about thieves entering their homes to steal or chasing them on the roads, shooting them and taking away their belongings.
They receive equipment that facilitates their daily work
The Executive Secretary of Mpenge Cell, Mukamusoni Djassoumini, said the people themselves, by coming together, were able to buy the equipment for the patrol officers and therefore were expected to take on the work of the army.
“We as an authority cannot do this without the participation of the people. We have implemented zero-cash technology where citizens pay a security fee, each household pays once a month through their mobile phones. As a result, these patrollers get paid, and then we thought of adding these tools to help them work without obstacles so that they can get the improvements they deserve,” he said.
“When we analysed, we found that thefts were decreasing compared to other years, but our aspiration is to stop it completely. Providing these tools to patrol officers is one of the things that will help us achieve that goal,” he said.

The chief reminded the public and patrol officers that it is impossible for security to cooperate in preventing any possible disruption by initiating messages on time and participating in providing the required monthly security fees on time.
The Mpenge police station has 35 professional patrol officers, and the clothing and other equipment to facilitate their work cost a total of 3 million Rwandan francs.
