The equipment includes not only clothes for the rainy season, but also colorful patrol clothes, shoes, boots and other basic items needed for work.
Mpenge subdistrict is part of Musanze municipality and during the rainy season it is difficult for patrol officers to improve their work as they also work at night and some of them are afraid of being caught.
Because these tools have been provided to them, these obstacles will be removed, as one of them said: “It was raining and we hesitated to go to work because we were afraid it would drown us. Usually when it rains, thieves will attack people with its noise, they jump into the roof, and those who break into the house will steal the contents because they are sure that the patrol will stop the rain.

Another netizen said: “We are on patrol and encounter someone without suspicion, whether it is a thief who wants to steal things or someone who disturbs the freedom of others, we will stop him and he will run away from us immediately. There is still darkness.”
He continued: “Because we have clothes to protect us from the rain, they also gave us flashlights to see where he can’t see, and they also provided us with special shoes to wear when we patrol, which will make it easier for us; we are very grateful to the people who came up with this idea.
In various parts of Musanze Municipality, residents often complain about thieves entering their homes to steal or chasing them on the roads, shooting them and taking away their belongings.

The Executive Secretary of Mpenge Cell, Mukamusoni Djassoumini, said the people themselves, by coming together, were able to buy the equipment for the patrol officers and therefore were expected to take on the work of the army.
“We as an authority cannot do this without the participation of the people. We have implemented zero-cash technology where citizens pay a security fee, each household pays once a month through their mobile phones. As a result, these patrollers get paid, and then we thought of adding these tools to help them work without obstacles so that they can get the improvements they deserve,” he said.
“When we analysed, we found that thefts were decreasing compared to other years, but our aspiration is to stop it completely. Providing these tools to patrol officers is one of the things that will help us achieve that goal,” he said.
