His Highness Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum, Crown Prince of Dubai, Deputy Prime Minister of the Emirate of Dubai, Minister of Defence and Chairman of the Executive Council, confirmed that the scholarship programme for Emirati students at prestigious international universities embodies the vision of His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and President of the UAE, may God protect him, to ensure the success of truly sustainable development in achieving Dubai’s Aims 2033 and its economic and social agenda by investing in its people.

This was made during a meeting with His Highness the Crown Prince of Dubai today (Thursday) attended by outstanding high school graduates from Dubai’s public and private schools, from various educational programmes within the Emirate of Dubai’s system of recognising and caring for outstanding students, as well as male and female scholarship graduates from top national universities, scholarship members of the Court of His Highness the Ruler of Dubai, graduates of the Class of 2024 and students from the first cohort of the Hamdan bin Mohammed Academic Scholarship Programme.

His Highness said: “We congratulate the outstanding high school graduates from all public and private schools in Dubai and their parents, and we have every confidence in their ability to continue their pursuit of excellence and achievement during their university journeys, and to create bright futures for themselves and their country.”

His Highness added: “Today, under the vision and directives of His Highness Sheikh Mohammed bin Rashid Al Maktoum, an elite group of our students began their journey to study at prestigious national and international universities as part of the UAE Student Scholarship Programme. With the determination and persistence of our outstanding students in the pursuit of excellence, Dubai is nurturing talent and outstanding students through… and has directed us to provide all forms of scholarship support and guidance to Emirati students, based on the fact that supporting outstanding students in various fields is at the forefront of the UAE’s stated priorities, given the importance of investing in talent, creating a unique development model within the comprehensive strategic vision, and creating a supportive environment for outstanding students and creators.”

In his address to the students, His Highness said: “I invite you to continue acquiring knowledge and learning in order to strengthen your capabilities and achieve achievements that will benefit our society and the world.”

Additionally, His Highness Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum met with a number of students’ parents and praised their efforts and role in preparing a pioneering generation of Emiratis to compete globally in various fields and lead the way in designing and realising the future.

His Highness stressed that nurturing the capabilities of Emirati talent and developing their skills is an integral part of Dubai’s record of leadership and excellence, and one of the components of strengthening human capital within a pioneering education system that has produced exceptional Emirati talent that keeps pace with Dubai’s rapid growth across sectors.

The meeting was attended by His Highness Mohammed Ibrahim Al Shabani, Chief of the Court of the Ruler of Dubai, His Highness Abdullah Mohammed Al Basti, Secretary General of the Executive Council of the Emirate of Dubai, His Highness Abdullah Ali bin Zayed, Minister of Human Resources of Dubai Government, His Excellency Aisha Abdullah Miran, Director General of the Human Resources Department of Dubai Government, and His Excellency Issa Mohammed Al Mutaiwee, Deputy Director General of the Ruler’s Court of Dubai.

Early Dubai
The outstanding student recognition and care system in the Emirate of Dubai reflects the vision of His Highness Sheikh Mohammed bin Rashid Al Maktoum to enhance the quality of the educational environment in the Emirate of Dubai. It is also a recognition of outstanding student achievements and strives to meet the needs and future priorities of the Emirate for the competencies and professions required by the labor market and maximize the rate of Emiratization, in line with the national trend of human development in the UAE.

Through this system, financial incentives are provided to every outstanding student, local and international scholarships are offered to outstanding Emirati students, in addition to generous discounts for resident students to study at international higher education institutions in Dubai, priority access to golden residency for students and their families, in accordance with the Emirate of Dubai in this regard.

Various majors
The Diwan Scholarships of His Highness the Ruler of Dubai are for outstanding Emirati students who have graduated from high school and are studying various educational courses at the best higher education institutions. The scholarships cover various academic majors approved by the state.

Outstanding Elite
Scholarship students attended the Orientation Day for the first cohort of Hamdan bin Mohammed Academic Scholarship Programme students for 2024, held at the Mandarin Oriental Hotel, Dubai.

On the occasion, Her Excellency Aisha Abdullah Al Milan, Director General of Dubai Knowledge and Human Development Authority and Chairperson of the Steering Committee of the Hamdan bin Mohammed Academic Scholarship Programme, said: “In order to implement the vision and directives of the wise leadership, and within the framework of achieving the goals of Dubai Plan 2033 and its economic and social agenda, the first edition of the Hamdan bin Mohammed Scholarship Programme in 2024 was launched to empower outstanding individuals in the UAE, build their capabilities, and develop their leadership skills during their university study journey in the most prestigious national and international universities according to the highest quality standards.”

She added: “We congratulate this outstanding group of students on being selected for the programme and we will work on the programme’s steering committee with our partners from the relevant authorities to provide the necessary follow-up and support for the scholarships. We hope that this cohort of students will be a qualitative complement to the UAE’s capabilities, thereby strengthening Dubai’s global leadership to achieve its future goals in various fields.”

The Hamdan bin Mohammed Academic Scholarship Program received 321 applications to join the program for its first phase in 2024, for university studies in about 30 renowned national and international universities, and the first batch of the program was selected based on precise criteria based on academic excellence at the secondary school level, the international classification and academic programs of the universities, and the compatibility of the academic major with the requirements and needs of the future economic sectors of the emirate.

The Hamdan bin Mohammed Academic Scholarship Programme Steering Committee is responsible for approving the vision, objectives and strategic plan of the programme, as well as approving a unified policy for scholarships and fellowships for the programme at the emirate level, approving the budget and drawing up the financial proposal for the programme, forming subcommittees and working groups, and defining their terms of reference and working mechanisms.

Active contribution
His Excellency Abdullah Ali bin Zayed Al Falasi, Minister of Human Resources of Dubai Government and Vice Chairman of the Steering Committee of the Hamdan bin Mohammed Academic Scholarship Programme, said: “The first cohort of this programme is a great start to continue to build the capabilities and cadre of Emiratis to contribute positively to the overall development of various economic sectors in the Emirate of Dubai. We are keen to provide all forms of support and follow-up scholarships to students and develop their leadership skills in line with the vision of wise leadership and to enhance the efficiency and competitiveness of Emirati graduates in various fields of work.”

Orientation Day
The orientation day of the Hamdan bin Mohammed Academic Scholarship Programme was attended by the scholarship students and their parents, who were also present by members of the programme’s steering committee and partner entities. The students were briefed on the various service packages offered by the programme through an introductory session, as well as the path for the next steps for the scholarship students. The guide includes all the information students need during their scholarship period and details of the services provided by the programme, which students can access by accessing the Dubai Knowledge and Human Development Authority website and applying it on their smartphones.

The Orientation Day witnessed the signing of a Memorandum of Understanding between the Hamdan Bin Mohammed Academic Scholarship Program and the Ministry of Education, aimed at providing financial and academic services to students receiving scholarships abroad, in addition to the signing of a Memorandum of Understanding between the Hamdan Bin Mohammed Academic Scholarship Program and the IDP Foundation, committed to providing university admission services to students who wish to study abroad.

Equal Opportunity
The Hamdan bin Mohammed Academic Scholarship Programme falls within the framework of the Dubai Social Agenda Initiative and aims to select 100 outstanding Emirati students, both male and female, from various educational programmes in public and private schools each year to study at the most prestigious universities at home and abroad in academic specialties aligned with the needs of the labour market and development priorities, to serve the economic participation of Emiratis and support the advancement of the UAE’s human development system, with total financial support. The allocation for the programme is estimated at AED 1 billion and AED 100 million in the coming years.

The program requires applicants to be UAE students, hold a UAE passport and a household registration book issued by the Emirate of Dubai, and applicants must have received conditional or unconditional admission to specific majors and universities from an academic institution that meets the following criteria and conditions, and applicants must not receive a full scholarship from any other donor in or outside the UAE.
