Dam Press:

Today, President Bashar al-Assad issued Legislative Decree No. (21) of 2024, amending articles (20) and (103) of Law No. (8) of 2020, regulating the work of the Chamber of Commerce and the United Chambers of Commerce and Industry in the governorates, with the aim of establishing procedures for the election process and achieving greater transparency and fairness in the election of members of the Chamber of Commerce’s Board of Directors, and benefiting from technological developments.
The decree allows for the use of electronic methods in addition to the traditional methods for the conduct of the election process for these chambers or any of their stages and helps achieve fairness among candidates when filling the board members according to the rank of the candidates to be classified and to give preference to the rank classification so that the voter chooses his candidate from the same segment in which the voters and candidates are classified.
The following is the full text of the decree:
Legislative Decree No. (21)

According to the provisions of the Constitution.
Draw the following:
Article 1. Article 20 of Law No. 8 of 2020 shall be amended to read:

The person who receives the majority of votes is deemed to have won membership on the Board. In the event of a tie, the oldest member registered with the Chamber shall prevail:

1- The Chamber of Deputies consisting of twelve members:
– Ten members of the Excellent, First or Second Class.
– One Level 3 member.
– A Level 4 member.
2- For the Chamber of Representatives consisting of eight members:
– Seven members of the Merit, First or Second Class.
– A member of the junior or senior class.
3- In applying the provisions of this article, candidates and voters shall be classified as follows:
– First tier: includes excellent, first class and second class.
– The second section: includes the third and fourth floors.
4- The electorate must choose the candidate from among the electorate that has classified the voters and candidates into the same category as provided for in clause (3) of this article.
Article 2 Article (103) of Law No. (8) of 2020 shall be amended to read as follows:

1- The Minister shall issue decisions, instructions and forms to implement the provisions of this Law, and each House shall be bound to carry out its work in accordance with these decisions, instructions and forms.
2- The Ministry may decide to conduct the election process or any stage thereof for the election of members of the Board by electronic means and shall determine the mechanism for implementing the provisions of this paragraph by the decision of the Minister.
Article 3 – This Decree shall be published in the Official Gazette and shall enter into force from the date of its publication.
