Rukungiri – The political atmosphere in the South West Rukungiri District is currently filled with all sorts of dust as the 2026-2031 general elections approach. The candidacy of Lawrence Mujuni Mpitsi has been dogged by past corruption cases.
He received new trauma from a case he was involved in while serving as secretary of the Uganda Equal Opportunity Commission (UEOC).
Mpizi was charged along with his then boss Sylvia Muwebwa Ntambi, as well as Agnes Enid Kamahoro, Moses Mugabe, Ronnie Kwesiga, Manasseh Kwihangana, Harriet Byangire, Evans Jjemba, Sarah Nassanga and Sunday Nicholas Olwor.
The prosecution alleges that the defendants used their different positions to steal the money, which was received as an allowance for editing and drafting the Equal Opportunities Commission’s HIV/AIDS workplace policy between January and December 2018, but to which no single official was entitled.
The prosecution alleged that the allowance was obtained by the Senior Private Secretary of the Equal Opportunities Commission, Kamahoro, and later approved by the Commission’s Secretary, Mujuni, in violation of regulations, resulting in financial losses to the government. This has caused a lot of dissatisfaction and side-eyes from his supporters and opponents, mostly elites on social media, who said it is indeed rude to send such a person to parliament in 2026. Now, his die-hard fans are getting more and more pathetic, so it has escalated into a simultaneous verbal exchange.
It is said that despite Mpizi’s silence, these exchanges have penetrated to the grassroots level and real voters are also involved. Reliable sources from Mpizi’s close associates said that Mpizi was not seriously considering the election initially, but was trying to gain the right to appoint another position.
While other opponents claim that Mpizi would not be of interest to appointing authorities due to his shady past, Mpizi has held various positions across East Africa. These include: Secretary of the Equal Opportunities Commission, University Secretary/Accounting Officer at the Mbarara University of Science and Technology, and Director of East African Community Affairs at the Ministry of East African Community Affairs.
Mpits has since gained sympathy from his home counties of Nyakishenye and Nyarushaje, which are mainly populated by Bakiga (tribal people). The unrest is said to have originated from Kebisoni and Buyangja counties, which are mainly controlled by Bangalore-Bahororo, where his rival (Alex Bob Rugunde) was born. He is said to be behind the resurgence of corruption cases against Mpits.
The two candidates seem to be conquering ground and are rumoured to be financially strong and if one of them wins the National Resistance Movement (NRM) primary election, they could deal a heavy blow to Namanya Naboth, the FDC candidate seeking a second term.
After digging deeper into these politicians, we learnt that both of them were once government servants and vowed never to relent but to defect to the NRM party, the first stop in the Ugandan parliament.
Introduction
Young and energetic, Alex Bob Rugonde, a former employee of the Uganda Coffee Development Authority (UCDA), was born in Nyakiju, Buyangja Sub-County.
He played his first political card when he retired from government late last year.
Lawrence Mujuni Mpitsi was born in Nyakishenni sub-country, the trading centre of Nyakisoruza.
He has held various positions in Uganda including Secretary of the Equal Opportunities Commission, Secretary/Accountant of the Mbarara University of Science and Technology, and Director of East African Community Affairs at the Ministry of East African Community Affairs. This was his first foray into politics and he quickly rose to prominence.
Rukongiri District has three directly elected parliamentary seats: Rujumburra Constituency, Rukongiri Municipality, and Rubabo County. As we speak now, the political environment in Rubabo is tense, with people being emotional and agitated. The seat has attracted more than 10 NRM aspirants who will await their fate in the upcoming NRM primaries. Among them are: David Tushabomwe Ndindi, Mathius Mwesigwa Rwabugumi, Alex Bob Rugonde, Andrew Niwabaire, Ernest Katara, Doreen Busingye, Mujuni Lawrence Mpitsi, Moses Atamba Biretwaho and Nasasira Edmond, among others, as the NRM D-Day is yet to be announced. Our foot soldiers will be keeping a close eye on the factors that shape the political landscape in Rubabo ahead of the 2026 general elections.
