Akatukunda, the principal of Karuzigeye Primary School in Buhonga sub-county in Rukongiri District, has been arrested for allegedly sending students away for non-payment of school fees, in total violation of the President’s directive.
Akatukunda was arrested on the orders of Rukongiri Deputy Resident District Commissioner (DRDC) Wilberforce Ahimbisibwe Ongom after a 70-year-old father, Caleb Twinomusinguzi, contacted his office on Friday to report that his four children had been sent home by the principal.
Twinomusinguzi claimed to have paid a total of Uganda shillings 120,000 for the current semester but was shocked when the principal sent his child home on Monday, August 12, 2024 and demanded fees for the previous semester, which caused his child to miss the final exams.
The principal, Akatukunda, was subsequently detained and taken to Buhunga police station for statement and after completion of the case file, he was transferred to Rukungiri Central Police Station for further investigation.
Ogunmu said the President had made it clear that no child should be sent away because of school fees, stressing that schools should consult with parents.
Ogunmu said the arrest of the principal of Karuzigeye Primary School should serve as a wake-up call to other principals, saying they would not tolerate those who thwart government programmes.
This is not the first time a Rukungiri principal has been arrested. In July 2024, the principal of Kebisoni Integrated Primary School, Herbert Musasizi, and his PTA chairman, Twesigye Paddy, were arrested by the State House Anti-Corruption Unit for illegally soliciting money from parents of government-aided schools.
Musasizi, the principal of a school under Kebisoni town council in Rukungiri district, and Twesigye, the principal, were detained following complaints from several parents that the school was charging high fees despite government assistance under the Universal Primary Education programme.
