The government last week introduced another set of measures to eliminate the consequences of flooding in the Lori and Tavush regions.

Regular cabinet meetings are chaired by Prime Minister Nikol Pashinyan.

Before discussing the issues on the agenda, the Prime Minister noted: “The three issues we report on today are all related to new measures to eliminate the consequences of the floods that occurred in the Lori and Tavush regions on May 26. I think this is also a good opportunity for us to take stock of what we have done during this period, what was successful, what failed, what conclusions we have drawn, and what needs to be done in the future.”

The Government approved a plan to provide assistance to merchants operating in the disaster-affected areas of the Lori and Tavush regions of the Republic of Armenia. The measure is intended to help merchants affected by the emergency situation caused by heavy rains and floods in the Lori and Tavush regions of the Republic of Armenia on May 25-26 to overcome difficulties and maintain economic activities.

The Government approved the procedure for compensation of losses caused to the agricultural population in the disaster areas declared as a result of the state of emergency in the Lori and Tavush regions of the Republic of Armenia.

The Government has made a decision to supplement and amend the annexes approved by the Decision of the Government of the Republic of Armenia of July 4, 2024 “On approval of the procedure for compensation for losses of individuals in the affected areas due to the emergency situation caused by rain-flooding in the Lori and Tavush regions of the Republic of Armenia on May 25-26, 2024”. Taking into account that due to the emergency situation caused by floods, vehicles of individuals in the affected areas were damaged, the decision proposes to establish a procedure for compensation for damage to vehicles.

Reference was made to previous decision-making processes regarding elimination of flood consequences.

Families of missing and captured persons will receive additional 2 months of social support. In order to receive the monetary assistance (300,000 ADA per person per month) allocated to the families of missing civilians (as well as captured persons) in accordance with the measures provided for in the Decision, applications should be submitted electronically by June 15, 2024. However, to this day there are still missing (as well as captured) civilians whose families need continued support. In order to resolve the existing situation, the Decision was adopted, according to which the families of missing (as well as captured) will receive additional 2 months (July and August 2024) of social support in the amount of 300,000 ADA per month, and they can submit applications by August 20, 2024.

An investment loan will be provided to finance the Kjalan Tunnel construction project. The Government approved the Law of the Republic of Armenia on ratification of the Agreement signed on July 26, 2024 between the Republic of Armenia and the Eurasian Development Bank, which provides for the provision of an investment loan for the “Kjalan Tunnel Construction” project from the funds of the “Eurasian Stability and Development Fund”.

A free economic zone will be established in the Aragatsotn region. The Cabinet of Ministers decided to establish a free economic zone in the Yegipatrush settlement of the Aparan community in the Aragatsotn region in order to attract investments, increase the country’s investment attractiveness, increase the country’s tourist attractiveness, create new jobs and promote sustainable economic development. The establishment of a free economic zone in the Aragatsotn region of the Republic of Armenia is expected to promote the development of tourism, create new jobs and promote investments. The goal of the project is to build a high-standard ski resort at the regional level, which will contribute to increasing the country’s tourist attractiveness and sustainable socio-economic development of the country.
