President Vladimir Putin issued a decree granting residency on Russian territory to foreigners who share traditional Russian moral and spiritual values and exempting them from Russian language tests.
The decree provides that foreigners will have the right to apply for temporary residence in Russia outside of the quota system that determines the number of foreigners entitled to residency based on nationality, and without having to take a Russian language test required by Russian immigration legislation.
