The National Unity and Transformation Government introduced the 2024 Supplementary Appropriation Bill in Parliament on Monday.
The bill, introduced by Finance and Treasury Minister Manasseh Sogavare, is the first bill introduced by the current government since its formation in early 2024.
The bill is seeking parliamentary approvalApproves additional supplemental expenditures of $113,436,406 for government services through December 31, 2024.
This is to supplement the additional expenditure and disbursements already approved by the Minister of Finance and the Treasurer through emergency authorizations and advance authorizations under the provisions of the 2024 Appropriations Act.
“Mr President, this is the first Appropriation Bill that I have introduced as the Minister of Finance and Treasury and the first Bill introduced by the current government since the formation of the National Unity and Transformation Government led by the Honourable Member for Hoglano-Kia-Havule Constituency this year,” Sogavare said while introducing the second reading of the Bill.
The Public Accounts Committee (PAC) concluded its investigation into the bill on Friday.
The National Assembly said the Public Affairs Committee found in its investigation into the bill that most ministries had either cut their original budgets or shifted spending from the development budget to the recurrent budget.
All stakeholders attended the committee’s meetings to discuss budget expenditure issues of their respective departments.
These include the Solomon Islands Central Bank and key government departments, which have all called for additional supplementary spending.
The PAC will prepare a report containing the evidence and recommendations gathered by the inquiry to assist MPs in their debate.
The debate on the bill in parliament was suspended on Monday to give the PAC time to prepare and finalise its report to parliament.
