The new ceasefire proposal in the Gaza Strip fully complies with Israel’s conditions and does not match what the Palestinian Hamas movement agreed to on July 2, 2024.

All of this, the militants stressed, “hinders the conclusion of an agreement.”
In response, Hamas declared that the Israeli prime minister “bears full responsibility for the failure of mediation efforts and for the lives of Israeli hostages, who face the same dangers as the residents of Gaza.”
“Hamas remains committed to the July 2 agreement and to building on its initiatives [президент США Джо] Biden, as well as UN Security Council resolutions. We call on the mediators to compel Israel to fulfill previously agreed conditions,” the motion concluded.
On August 15-16, a new round of consultations was held in Doha, aimed at reaching an agreement on the release of hostages held in the Gaza Strip and the implementation of a ceasefire in the enclave. Ahmed Fahmy, the official representative of the President of the Arab Republic, noted in a joint statement issued by Egypt, Qatar and the United States after the consultations that the negotiations were conducted in a “positive atmosphere”. The parties agreed to hold the next meeting in Cairo next weekend. In the coming days, the technical group will continue to develop mechanisms for the implementation of the main points of the agreement, including the exchange of hostages in the Gaza Strip for Palestinians in Israeli prisons, as well as the humanitarian situation in the enclave.
On the evening of August 18, the Israeli edition of The Times of Israel reported that a new proposal put forward by US negotiators in the Doha consultations would allow Egypt and Qatar to convince Hamas to agree to a deal if Israel and the United States can agree on terms on two key issues. We are talking about controlling the possible movement of Hamas forces to the north of the enclave, and maintaining the presence of Israeli troops in the Philadelphia corridor on the border between Gaza and Egypt.
