Former deputy director of Hanoi Planning and Investment Bureau arrested

In order to expand the investigation into the Nhat Cuong Company case, the Police Investigation Department of the Ministry of Public Security filed a public prosecution against the former deputy director of the Hanoi Planning and Investment Bureau.

On November 29, the Ministry of Public Security stated that the Police Investigation Bureau (C03) of the Ministry of Public Security is investigating and expanding the cases of smuggling, violation of accounting regulations causing serious consequences, and money laundering that occurred at Riqiang Trading Co., Ltd. and Technology Service Co., Ltd., Riqiang Software Solutions Co., Ltd. (Riqiang Software) and related units. The case is supervised and guided by the Central Anti-Corruption Steering Committee.

Based on the results of the expanded investigation and the documents and evidence collected, the Investigation Bureau of the Ministry of Public Security (C03) made the following decision on November 28, 2019:

1. Supplementary decision on filing criminal lawsuits against the Hanoi Planning and Investment Agency and its related entities for violating bidding regulations and causing serious consequences.

2. Decide to prosecute the defendant; order the arrest of the suspect and temporarily detain him; In 2015, Nguyen Tien Phuc, former deputy director of the Hanoi Planning and Investment Bureau, was searched for “violating the provisions of Article 222, paragraph 3 of the Criminal Law, causing serious consequences.”

The defendant is Nguyen Tien Phuc.

3. Decided to prosecute the defendant; ordered the arrest of the suspect and temporarily detained him; issued a search warrant for Pham Thi Kim Tuyen, Director of the Commercial Registration Department of the Hanoi Department of Planning and Investment, on the charge of “violating bidding regulations and causing serious consequences” as stipulated in Article 222, Paragraph 3 of the 2015 Criminal Law.

The defendant is Pham Thi Kim Xuan.

4. Decide to prosecute the defendant; order the arrest of the suspect and temporarily detain him; and issue a search warrant for Li Weijun, business director of Tongjing Investment Development Co., Ltd., on the charge of “violating bidding regulations and causing serious consequences” as stipulated in Article 222, Paragraph 3 of the 2015 Criminal Law.

5. Supplementary prosecution decision to bring public prosecution against Pei Guanghui, general manager of Riqiang Trading and Service Co., Ltd. and director of Riqiang Software Solutions Co., Ltd. (currently wanted).

On the same day, the Supreme People’s Procuratorate approved the above decision and order. The Police Investigation Bureau of the Ministry of Public Security (C03) has implemented the above decision and order on the defendant in accordance with the law to ensure the defendant’s safety and continue to arrest the defendant Pei Guanghui.

According to the Ministry of Public Security, the Investigation Bureau of the Ministry of Public Security is focusing on expanding the scope of case investigation, using legal means to ascertain the nature, role and criminal behavior of defendants and suspects; seizing evidence and verifying the recovery and complete seizure of state assets.

In this case, the Ministry of Public Security has previously decided to prosecute 10 defendants for crimes such as smuggling, violating accounting regulations, and causing serious consequences. Among them, Pei Guanghui, general manager of Nhat Cuong Company, was prosecuted for the above two crimes.

Based on the results of the expanded investigation, the investigative agency determined that the defendant, Bui Quang Hui, in addition to the acts for which he was charged, also committed acts in which he used the funds obtained from the smuggling crime to enter Nhat Cuong Company and Co., Ltd. Nhat Cuong Software Solutions (Nhat Cuong Software) for profit. This showed signs of money laundering.

The Police Investigation Bureau of the Ministry of Public Security decided to add charges against the defendant Pei Guanghui for money laundering.

The Ministry of Public Security has issued national and international arrest warrants for the defendant Pei Guanghui.
