Two senior officials of the Harare City Council have been sentenced to 10 years’ imprisonment for abusing their positions by illegally selling commercial stalls.

Former acting finance director Stanley Ndemera and Emmanuel Mutambirwa, who worked as the city’s valuer and estate manager, were convicted of illegally selling land leased to the Old Hararians Sports Club.

The Zimbabwe Anti-Corruption Commission (ZACC), which is in charge of the investigation, confirmed the arrests on its X (formerly Twitter) account. “ZACC arrested the two individuals following a finding of conspiracy to allocate commercial stands on land leased to the Old Hararian Sports Club,” the commission said.

Prosecutors Whisper Mabhaudi and Lovack Masuku detailed how the illegal transactions took place between September 2018 and August 2020. The two officials are accused of conspiring to sell the stands to a number of companies, including Optel Enterprises, Silver Harbour Enterprises and Leanforth Investment.

The case was heard by High Court Judge Benjamin Chikowero, who handed down a 10-year prison sentence, a significant verdict in Zimbabwe’s ongoing fight against corruption.
