August 15, 2024 (Juba/New York) – The Chairman of the Reconstituted Joint Monitoring and Evaluation Commission (RJMEC), Major General Charles Tai Gituai, said on Wednesday that South Sudan’s leaders should budget and guarantee funds for elections after agreeing on a timetable for the elections.
He was briefing the UN Security Council on the implementation of the peace deal.
“Regarding the electoral prospects, a cross-party committee reviewed the implementation of the roadmap and submitted a report to the chancellor which met yesterday (August 13),” Gituai said.
He added: “To this end, the parties to the agreement unanimously instruct the relevant institutions and the cross-party commission to develop a realistic timetable for elections. It is expected that the timetable will be accompanied by budget and financial guarantees.”
Reviewing the implementation of the 2018 revitalized peace agreement, Gituai also highlighted a number of key challenges that are hindering progress, including insufficient political will, lack of trust between the parties, capacity gaps and persistent inter-communal violence in various states.
“All the agreed institutions and mechanisms are underfunded and precariously, which impedes their work,” he noted.
The RJMEC Chairman further acknowledged that the peace agreement has contributed to relative peace, inclusive governance structures and ongoing legal, security and economic reforms in the Republic of South Sudan.
“It is clear that the revitalized agreement remains the most viable blueprint and framework for change to achieve lasting peace and prosperity,” Gituai stressed.
“I therefore call on the Council to remain focused on South Sudan’s peace process and encourage the international community to mobilize resources and political support for the full implementation of the Restoration Agreement,” he added.
