Kazawa Gertrude elected Speaker of the House of Representatives

Kazarwa Gertrude, proposed by the Liberal Party (Parti Liberal – PL). Article 62 of the Constitution states that the Speaker of the Chamber of Deputies cannot be from the same political group as the President of the Republic.

Unusually, this time the election for the parliament’s House of Representatives presidium was conducted with the help of technology, with lawmakers using computers to vote.

Deputy Kazarwa Gertrude was one of the 80 MPs sworn in into the fifth term of Parliament, her second term in Parliament as a member.

According to the Constitution of the Republic of Rwanda and the Act on the Functioning of the House of Representatives, the Bureau of the House of Representatives is composed of the Speaker and two Deputy Speakers, who are responsible for legal affairs and control of the activities of the Government, and the Vice-President, who is responsible for administration and finance.

Sheikh Musa Fazil Halimana

Deputy Sheikh Musa Fazil Halimana from the PDI party was elected as Vice President for Administration and Finance with 77 votes and three empty votes.

Deputy Fazil was announced as the sole candidate for the post.

Vice President Beline Uwineza, elected as Vice President in charge of law and control of government activities with 79 votes, was also declared the sole candidate.

Immediately after their election, the members of the Bureau of the Chamber of Deputies shall be sworn in by the President of the Republic, in accordance with article 12 of the law governing the functioning of the Chamber of Deputies.

The Speaker of the House of Representatives, Representative Kazalwa, expressed his gratitude to the President of the Republic for coming to take the oath of office of the members of the House of Representatives for the fifth term.

He also thanked Rwandans for voting for his People’s Liberation Party to represent them in Parliament and assured that they will work with other MPs who have now been sworn in to carry out these important responsibilities.

“We are committed to cooperation between Parliament and the other institutions that make up our country,” he said.
