The Ministry of Rural Development (MRD) today (August 14) commenced induction training for constituency officers at the Solomon Islands National Aquatic Centre at the KGVI Sports City.
The induction training will last until next Monday (August 19, 2024).
The recruitment of 150 constituency officers is part of the process and requirements of the Constituency Development Fund (CDF) Bill 2023 to support constituency development across Solomon Islands in partnership with all stakeholders.
The training content includes the formulation of the 2024 work plan and the four-year development plan.
This training is an important priority for the Uniformed Police Service and is the first formal contact with all new police recruits.
It is expected that officials will be briefed on the priorities of MRD 2024, the new CDF Act 2023 requirements, key reforms, strengthening the CDF minimum requirements, especially the budget, SIG procurement process, acquittals, reporting and the constituency office’s 2024 annual work plan.
Furthermore, it aims to ensure that officers are aware of their key tasks, roles and responsibilities in order to effectively deliver on the priorities of their respective constituencies in accordance with the CDF Act 2023.

On the first day, MRD Permanent Secretary Lottie Vaisekavea conducted a perspective and perception training. The training ensures that all constituencies and MRD staff have the right capabilities to move forward.
“This is an important task in effective collaboration with the Ministry and other key stakeholders to ensure a more holistic approach to rural development in the future.
“With the implementation of the new 2023 CDF Act and budget allocation, this induction training is necessary to ensure that CDF resources are used to improve rural livelihoods and socio-economic development in our communities. More importantly, this training will help equip constituency officers with the necessary information based on the CDF program and the processes that are critical for effective planning,” MRD said in a statement.
The four-day training will include presentations and hands-on sessions from various departments of the MRD to help officials finalize the 2024 annual work plan and budget proposal.

MRD encourages officers to take advantage of the training sessions and translate the knowledge and skills gained into annual work plan documents.
The Ministry also acknowledged the challenges faced throughout the process and identified areas for future improvements, while thanking every constituent for their patience and understanding with the Ministry and its Members of Parliament as due process was being facilitated.
On April 25, the ministry placed an advertisement in the media seeking submissions from candidates interested in the constituency post.
After the application deadline on May 16, 2024, MRD received a total of 572 applications.
A total of 300 applicants were shortlisted and sat for the “written interview test”, a method that was reviewed and approved by the Ministry of Public Service (MPS).

Due to the large number of applicants and the tight timeline, the Ministry must take steps to ensure that the process of setting up constituency offices is completed and the CDF program begins to be implemented this year in order to provide services to our rural people.
The Ministry has undertaken this important process in accordance with the CDF Act 2023 and the Public Service Commission (PSC) Regulations as part of the Ministry’s commitment to implement the requirements of the CDF Act 2023.
The CDF is a programme of the Solomon Islands Government (SIG), administered by the MRD and implemented through the country’s 50 constituencies, with the aim of improving the social and economic lives of all Solomon Islanders.
The vision of MRD is to ensure that all rural Solomon Islanders are actively involved in development activities to improve their social and economic lives.
