Krongsar police had filed a case against a police officer for allegedly harassing a girl and after a thorough review, the opposition referred the case to the Attorney General’s Office in August.
The police chief said the member was accused of disturbing the child’s body.
Two years later, the victim’s mother administered medication to her daughter, according to the Bhutanese penal code. The incident occurred when Padma was taken to the office for repairs.

The girl’s mother said the councillor was the administrator of Krongsar Nubsi Gewog two years ago. She said her 14-year-old daughter was upset at the time.
When Quincel contacted the girl earlier, her mother said the storm destroyed her house. He said he walked inside and grabbed her daughter’s left breast. At one point, he said, he went to the forest to pick mushrooms.
The girl’s family lives next door to the congressman’s house, in a small house owned by the congressman’s eldest brother.
The accused members were arrested on July 24 but released the same day.
Police said the arrests were delayed mainly because under the Rules of Parliament, “no summons is permitted within 15 days” of a sitting date, 15 days before or 15 days after a sitting date.
When questioned by Quincel, he denied the allegations. He was allegedly outside the house cleaning the house when the crime occurred and the girl said he went inside to get a blanket and when he entered the house, he was allegedly sleeping inside and touched her body while removing her clothes.
According to Quincel, they sorted things out on their own.
The mother said the officer gave her daughter a laptop and told Quincel he had nothing to do with the case. They also decided to give away clothes and other items to their family.
