Workers were subject to a variety of abuses and were not always aware of their rights, the report said.

They also face difficulties accessing healthcare and in some cases are prevented from seeking treatment by their employers, the report added.

The number of permits under the program increased 88 per cent from 2019 to 2023, even though Ottawa recently said it planned to reduce the number of such workers in Canada.
