iciHaiti – Civil protection: Alert mechanism simulation exercise

The General Directorate of Civil Protection (DGPC), in collaboration with the Ministry of Social Affairs and Labour, the World Bank and the World Food Programme (WFP), recently organized a simulation exercise on Adaptive Social Protection (PSA) in Pétionville.

The exercise aims to test alert and cash transfer mechanisms to enable a quick and effective response in emergency situations, in line with the Haitian National Disaster Risk Management System’s Cash Transfer-Based Shock Response Operational Manual.

Representatives from many sectors and partners participated in this tabletop exercise. The main objectives were to:

– Promote and test procedures for initiating adaptive social protection among government institutions, UN agencies and civil society;
– Research potential crisis scenarios;
– Identify the strengths and weaknesses of the current system so that improvements can be made.

During the exercise, a scenario of a Category 4 hurricane hitting the south coast was simulated. The PSA Response Committee and response agencies such as the DGPC coordinated and implemented interventions to support the most vulnerable people in the relevant provinces.
