Kabagambe said that in the 1970s, when he was a young boy of about five or seven years old, he was in the Nakivale refugee camp in Uganda, where he had the opportunity to catch a glimpse of Paul Kagame, who was also a stranger who looked just like a human being, otherwise different from others of the same age.
People who knew Kagame in his early years said that he had a high level of expression of his thoughts.
He said he met Kagame again later in 1985 when he was one of the senior soldiers who joined the NRA, the Uganda Liberation Army, while Kabagambe was in high school.
He said: “Kagame was in the Ugandan army at the time and I remember seeing him during the campaign in Boma area where he was with the soldiers and showed his passion for work, so his actions reminded me of him often and even now I think he is doing a good job.”
In 1987, Kagame was awarded the rank of Major in the Ugandan Army. At that time, he started a new life from a rebel to one of the leaders of the Ugandan Army and became a model soldier. At that time, Rwanda was on the verge of falling into the darkness of genocide against the Tutsis, which was poorly planned by President Habyarimana and finally stopped by President Kagame and his army.

Kabagambe said that life was difficult in the years following the genocide against the Tutsi because Rwanda had been devastated by the genocide, but that did not last long because there had been significant progress under the leadership of President Kagame.
There is no doubt that President Kagame, who was sworn in today at the Amahoro Stadium, is yet another new face that Rwanda faces in the international campaign led by President Kagame.
In his speech after taking the oath, President Kagame announced that this new mission is to work hard so that Rwandans can achieve more good things in the coming years.
