Strengthening relations between the State of Qatar and the Republic of Tatarstan takes an important place in the plans of the two countries to expand partnership and investment, especially in the energy sector, as the State of Qatar occupies a prominent position in the oil and gas sector. The Republic of Tatarstan is one of the most important oil producing regions in Russia.
In this context, the visit of the President of the Republic of Tatarstan, His Excellency Rustam Minnikhanov, to Doha reflects the desire of the State of Qatar to consolidate its diplomatic relations and strengthen cooperation with various business partners, especially the Republic of Tatarstan, especially since it is an important economic destination in the Russian Federation.
Over the past decade, relations between the two countries have been consolidated on multiple levels through official visits and economic forums. The last visit of the President of the Republic of Tatarstan to Doha dates back to 2022. In December 2015, His Highness the Emir Sheikh Tamim bin Hamad Al Thani received His Excellency Rustam Minnikhanov, President of the Republic of Tatarstan, during his attendance at the final and closing ceremony of the 2022 Qatar World Cup. The accompanying delegation was on a working visit, during which they reviewed bilateral relations and ways to strengthen and develop them, and discussed a number of topics of common interest.
The State of Qatar participated in the 14th International Economic Forum “Russia in the Islamic World: Kazan Forum 2023” business forum held in Kazan, Republic of Tatarstan on May 18-19, 2023, with a delegation led by His Excellency Mr. Sultan bin Rashid Alhat, Deputy Minister of Commerce and Industry.
During his speech, His Excellency the Deputy Minister of Commerce and Industry stressed that the State of Qatar is keen to consolidate its external relations and establish cooperation with various business partners, especially the Russian Federation and the Republic of Tatarstan, noting in this regard the strength of the historical and strategic partnership between the State of Qatar and these countries.
Alhat praised the excellent relations between the State of Qatar and the Republic of Tatarstan, which have many investment opportunities and capabilities from which Qatari businesses can benefit, noting that the State of Qatar has been able to continue its balanced economic growth process despite the various global changes it has witnessed over the past three years.
His Excellency the Deputy Minister of Commerce and Industry expressed his hope that the meeting would serve as a catalyst and impetus for renewed determination and continued efforts to invest in existing opportunities and expand the scope of partnership between the State of Qatar, the Federal Republic of Russia and the Republic of Tatarstan in supporting development goals and a common desire to achieve sustainable economic prosperity in all areas.
His Excellency Mr. Sultan bin Rashid Al Khatt, together with His Excellency Rustam Minnikhanov, President of the Republic of Tatarstan, His Excellency Mr. Oleg Kolobchenko, Deputy Prime Minister and Minister of Industry and Trade of the Republic of Tatarstan, and the Head of the Investment Development Agency of the Republic of Tatarstan, Talia Minulina, expressed the aim of strengthening cooperation between the two countries in the fields of trade, investment and industry, noting the existing incentives, legislation and promising opportunities in the country to encourage investors, businessmen and company owners to invest in the State of Qatar.
The Deputy Minister of Commerce and Industry of Qatar also attended the “Russian Halal Expo” exhibition. His Excellency visited the exhibition held within the framework of the forum’s activities and listened to the presentations of various pavilions, services and products offered by participating companies and institutions.
The forum coincides with the opening of the “Tatarstan Oil, Gas and Chemicals Forum”, which is held at the International Exhibition Center under the patronage of the President of the Republic, His Excellency Rustam Minnikhanov, during the “Kazan Expo” exhibition event. The forum is an effective platform for expanding trade cooperation between specialized energy institutions.
It is noteworthy that in 2023, about 15,000 participants from 85 countries took part in the “Kazan Forum 2023”, which aims to strengthen trade, economic, technological, educational, social and cultural ties between the regions of the Russian Federation and the countries of the Organization of Islamic Cooperation.
Following the Economic Forum, about a month ago, the International Forum of Ministers of Education was held in the city of Kazan, Republic of Tatarstan, on the theme “Building the Future”, from 7 to 9 June 2023, with the participation of a high-level delegation from the State of Qatar, led by Her Excellency Ms. Buthaina bint Ali Al Nuaimi, Minister of Education and Higher Education.
The forum discussed priority issues for the development of education, provided an opportunity to exchange experiences and best practices in the field of technical and vocational education and training, set global vision directions for building the future, and develop digital skills in the field of digital transformation.
In his speech at the forum, His Excellency the Minister of Education and Higher Education stressed that education is one of the fundamental axes of Qatar’s National Vision 2030, which aims to build a diversified, knowledge-based economy that provides citizens with a promising future by building a global education system that provides exceptional opportunities for high-quality education and training, and the importance of cooperation and partnership in achieving quality education for all. Since 2013, the relations between the two countries have made significant progress. His Excellency Sheikh Faisal bin Qasim Al Thani, Chairman of the Qatar Businessmen Association, met with His Excellency Mr. Lenar Yakupov, CEO of the Tatarstan Investment Development Agency (TEDA), who was accompanying him, to discuss ways of cooperation between Qatari businessmen and their counterparts in trade and investment. At the meeting, His Excellency Sheikh Faisal bin Qasim stressed that Qatari businessmen are interested in benefiting from existing investment opportunities in Tatarstan, establishing projects in various fields and supporting Qatari businessmen in cooperation with their counterparts from Tatarstan.
Mr. Yakabov explained that the country is committed to developing the medical sector and pharmaceutical manufacturing, focusing on improving information and communication technology, the halal food industry, and the service and tourism industries, reviewing the investment incentives offered by the country, including advanced infrastructure, favorable tax policies and a qualified workforce.
In 2015, Qatar Chamber of Commerce and Industry signed a memorandum of understanding to strengthen cooperation between the two sides. At the meeting, Mr. Mohammed bin Ahmed bin Towar, Vice President of Qatar Chamber of Commerce, confirmed that the State of Qatar has made great leaps in many fields such as trade, oil, industry and agriculture.
His Excellency Mr. Karimov Albin, Deputy Prime Minister and Minister of Trade and Industry of the Republic of Tatarstan, expressed that the Republic of Tatarstan appreciates the cooperation with representatives of the Qatari private sector. He introduced the possibilities of Qatar to the Qatari business community, emphasizing that Qatari business owners are interested in investing in Qatar, especially in the fields of energy, gas, oil, Islamic banking and tourism.
In 2017, Engineer Ali bin Abdul Latif Al-Misnad, Member of the Board of Directors and Honorary Treasurer of Qatar Chamber, received Tatarstan Presidential Commissioner Mr. Yevgeny Davlishan to discuss investment opportunities in Tatarstan and the advantages it offers to investors, especially in the fields of agriculture, infrastructure and sports.
The meeting discussed the possibility of organizing a meeting to bring together Qatari and Tatarstan business owners to discuss the prospects for cooperation between the private sectors of the two countries and existing investment opportunities in the two countries, especially in light of the signing of a memorandum of understanding between the two countries’ chambers of commerce.
