Dam Press:

The White House announced that US President Joe Biden recently signed updated instructions on the conditions under which the United States would use nuclear weapons.
Pranay Fadi, assistant to the president and director for arms control, disarmament and nonproliferation at the National Security Council, told an Arms Control Association conference in Washington on Friday that the updated directive “takes into account the realities of the new nuclear age.”
He explained that the directive “underscores the need to take into account the growth and diversity of China’s nuclear arsenal and the need to deter Russia, China, and North Korea simultaneously.”
He continued: “It also reaffirms our commitment to using arms control and other means to reduce to the lowest possible level the number of nuclear weapons necessary to achieve our objectives, and confirms that the United States will continue to abide by the limits contained in the New START Treaty, provided that Russia does the same.”
It is worth noting that the Strategic Offensive Arms Reductions, also known as “START 3”, was signed by then-Russian President Dmitry Medvedev and US President Barack Obama in 2010.
