Interpol has blocked a request by the National Anti-Corruption Bureau of Ukraine to launch an international manhunt for 8th People’s Deputy Oleksandr Hranovskyi, who is suspected of organizing a criminal scheme of abuse of power at the Odessa Port Plant.
This was made public during the court hearing. Record It is available on the page of the Supreme Anti-Corruption Court on the YouTube service.
According to Hranovskyi’s lawyer, the defense filed a complaint with the European Court of Human Rights based on four articles, 5, 8, 13, and 18 of the European Court of Human Rights, and received a response from the European Court of Human Rights stating that the complaint was accepted under Article 18. Oleksandr Hranovskyi’s lawyer spoke directly:
In the entire history of Ukraine, there have been only two cases that fall within the scope of Article 18: Yuriy Lutsenko v. Ukraine (2010) and Yulia Tymoshenko v. Ukraine (2012), and now the case of Oleksandr Hranovsky, who explained the actions of investigating judges Bisyuk and Moshan in his complaint to the European Court of Human Rights.”
The defense noted that NABU detectives told the court that the client was wanted, so NABU wanted the right to conduct a special pretrial investigation, but this actually meant that the detectives did not want to interact with a foreign jurisdiction.
“The detectives of the National Anti-Corruption Bureau of Ukraine told the court that the client is wanted, therefore the Bureau wants to be granted the right to conduct a special pretrial investigation, but this actually means that the detectives do not want to interact with foreign jurisdictions, that is, the detectives do not want to prove their position in extradition requests and other requests from foreign democratic jurisdictions, which will be examined from the perspective of the rule of law and will not take into account personal demands, intimidation, etc.
The detective said that the client is on the international wanted list, but the detective intentionally or unintentionally did not say that his Interpol request was blocked. This means that Oleksandr Hranovskyi is not on the international wanted list. Please tell the judge to give the detective an opportunity to read the Interpol response, which we will attach to the case materials: the original response and a copy of the original response, certified by a translator and notary, which indicates that the request regarding Oleksandr Hranovskyi was blocked by the Secretariat”, the lawyer noted.
In October 2022, NABU and SAP reported suspicions against Hranovskyi, who is considered the organizer of a corruption scheme that caused losses of UAH 93.3 million to Odessa Port Authority JSC. Hranovskyi himself stated that he is not interested in Odessa Port Authority and has no influence on its activities.
